The Home Office set a Key Performance Indicator (KPI) each year for occupancy, and for years 1996/7 and 1997/8, this was 83%. In 1998/9 it was 87% and 1999 onwards 90%

Over the last three years, this hostel has been able to maintain a much higher level of occupancy and during 1998/9 was second in the whole of the country. In 2003/4 Cardigan House was one of three best performing Approved Premises in respect of occupancy with 100%. In 2004/5 Cardigan House was the best performing Approved Premises in relation to occupancy.

In respect of resident profile, nine years ago 68% of residents were on bail. Currently there are rarely more than two residents on bail at any one time.

On average twenty residents are on post-custody licence and three on Community Orders.

In terms of Risk of Harm, using OASys as a measurement, nine residents scored either very high or high.

In 1996/7, the success rate target was 65% and this was raised to 80% for 1997/8. It has now been reduced to 75%. During 2005/6 there were 84 out of every 100 residents who completed their period of residence without being charged or convicted of further offences, recalled to prison or breached.

In both instances, the targets have been achieved due to the high calibre of staff, whose level of commitment, dedication and enthusiasm is excellent. They have to manage some very difficult and demanding residents, but produce very good quality work.

Measurements of success are always difficult to produce, but it is a credit to the staff that there are very few violent incidents, and ex-residents write and visit to tell staff how much positive influence the hostel has made on their lives.
